The Israeli government has consistently declared that the Separation Barrier is being built to provide security for Israeli citizens from Palestinian terrorist attacks originating in the West Bank. Our research and analysis of the planning data indicates, however, that in many cases, long-term settlement expansion plans rather than security considerations have dictated the Barrier route. Based on these findings, Bimkom has published two reports dealing with planning and zoning considerations of the barrier: "Under the Guise of Security: Routing the Separation Barrier to Enable the Expansion of Israeli Settlements" and "Between Fences: The Enclaves Created by the Separation Barrier". The reports are used to support further legal work and protect the planning rights of Palestinian communities affected by the Barrier.
